The author was interested in the proposed Soviet all-weather road from the Oxus to Kabul and the impact of Soviet investment on Afghanistan in general so he travelled up to the border to report on the progress the Russians were making. The author passed himself of as a Russian and hitched lifts with Afghan truck drivers. He met with icy receptions from Afghans at Chai Khanas since many of the ethnic groups in Northern Afghanistan include Central Asian people who fled massacres in Soviet Central Asia during the 1920s.
